Executive Review, Inc. (ERI) is a Small Disadvantaged, disabled, Veteran Owned, Atlanta based prime contractor with the requisite capabilities and resources for meeting any Installation Public Works requirement at a competitive cost. ERI was established in 1998, incorporated in 2000 and continues to provide professional and analytical services at the best value.
ERI specializes in four primary business lines: Manpower analysis, Common Levels of Support, Real Property/Real Estate, and Business Management.
MANPOWER ANALYSIS
Worked stationing actions to estimate Public Works manpower based on current and projected square footage. Developed manpower models and algorithms to provide the IMCOM Regional Headquarters (2 star equivalent), manpower levels for facility maintenance, grounds maintenance, utilities, unaccompanied personnel housing, facility engineering services, master planning, real property, real estate, custodial, pest management, refuse removal and snow, ice & debris removal on all installations. Worked Army-Wide manpower requirements for Installation Management Command (IMCOM) Headquarters utilizing US Army Manpower Analysis Agency
(USAMAA) directed Process Mapping. This time driven model covered processes in Common Levels of Support service 400 in the areas of Annual Work Plan Development, Annual Work plan Execution, and the Engineering Division based on the Standard Installation Organization.
COMMON LEVELS OF SUPPORT
Conducted analysis to deliver IMCOM Common Levels of Support (CLS) core engineer services based on installation necessity versus wants. ERI served as the primary contact for all IMCOM HQs-Southeast Region CLS Public Works Services providing input and assistance in standards and metrics development to all 25 Service Champions and SE Staff personnel. Focus and intent was to provide the Garrison Commanders a management tool to adjust service levels versus risk. Used the Installation Status Report – Services and Financial Guidance per the Army Management Structure IAW 37-100 and 37-100-XX, to develop and evaluate additional standards for use in the effort.
REAL ESTATE/REAL PROPERTY
Can Process real property transactions including conversions, diversions, leases and permits. Also specialized in space utilization surveys, surveying/validating compliance with the American Disabilities Act, and preparing required documents for all real estate transactions. Developed analytical processes to resolve discrepancies in the Installation’s real property inventory, establishing or validating compliance to include all Real Property Inventory Requirements (RPIR). Have the technical capability to enter findings, metrics, and adjustments into the General Fund Enterprise System (GFEBS) system. Perform comparisons between GFEBS and HQIIS to find issues with data transfer between these systems critical to obtaining the correct FSM requirement. Can provide clarification and assistance to Installation Real Property Accountable Officers on real property inventory management to include the Chief Financial Officers Act (CFOA) requirements & Department of Defense (DoD) policy. Have performed extensive CFOA records development since 2009 throughout the Southeast United States. Continue to provide Real Property GFEBS data entry for Atlantic Region Installations. Have received accolades from ASAFM inspectors as well as IMCOM HQs Real Property staff on the quality of work performed.
BUSINESS MANAGEMENT
Provided support as a program manager for facilities engineering services which includes annual work plan development, work classification, construction management services, work reception, cost estimating, reimbursable work planning, JOC management and execution. Developed, organized and provided execution oversight on Region Wide Budget and Obligation Plans for the Operations & Maintenance Appropriation (OMA) sub activity groups (SAG) 131, Base Operations Support Services (BOS) and SAG 132, Sustainment, for all Atlantic Region installations. Recalculated & recommended adjustments to the office of the Secretary of Defense (OSD) generated Sustainment requirements produced by the Facility Sustainment Model.
EXAMPLES OF STUDIES CONDUCTED
Engineer Manpower Revision – Completed work to develop an Army Wide manpower requirements document for HQs IMCOM for Service 400, Common Level of Support (CLS) – Facilities Engineering. Output was approved by the U.S. Army manpower Analysis Agency (USAMAA) Director, and is currently under review by the U.S. Army Chief of staff, G3. Pending approval requirements will be loaded during the next scheduled POM cycle to update all IMCOM Engineer Table of Distribution and Allowances.
Business Process Reviews – Completed a redesign study for the Chief, Army Reserve developing As-Is to future models of current business practices at all levels to include process mapping and descriptions.
Reimbursables Policy Impacts – Provided the US Army Reserve Command an ISSA & MOA tracking process for use with the Army Reimbursable Policy, interservice support agreements, and Army Regulation 5-9 policy on geographic area support responsibilities.
Force Generation Issues - Completed a study for Forces Command (FORSCOM) to evaluate deployment airfields that support the Army with Global Mobility Task Force (GMTF) forces and equipment.
Memorandums of Agreement (MOA) - Provided the framework and input for a Memorandum of Agreement (MOA) between a deploying force and Air Mobility Command that outlines TALCE (Tanker Airlift Control Element) assets, Mobile Handling Equipment, Air Ground Equipment, Aerial Port, Command and Control (C2), and personnel tasked to augment a particular location in the event of a deployment.
Facility Requirements - Completed a study for Forces Command (FORSCOM) to identify training throughput of soldiers not permanently assigned to installations across the Army. Determined the amount of facility support required then developed a concept for these facilities to include the footprint that these facilities would encompass, in coordination with Construction Engineering Research Lab (CERL). Estimated cost and the construction standard. Identified limiting factors and provided recommendations to institute this program into the Army Program Objective Memorandum (POM), the Department of Defense FYDP, and costing system. Assisted in developing and defending POM requirements to integrate this program.
